Hitman 3 challenges players with different ways of completing its missions, aiding in its replay value. These challenges include different ways to assassinate a target, disguising Agent 47 as key characters, to exiting a mission by boat. In the On Top of the World mission in Dubai, players can attempt the Conserving Ammunition Challenge. Conserving Ammunition tasks Agent 47 with eliminating both targets with a single bullet using a sniper rifle. This guide will break down the steps players will need to take to complete this challenge.
Before attempting the Conserving Ammunition Challenge in Hitman 3, players will need to have reached at least Dubai Mastery Level 15. Once players have reached Dubai Mastery Level 15, they will unlock a sniper rifle for smuggling. Reaching Mastery Level 17 unlocks the Penthouse Ventilation Area, allowing players to use this location to smuggle in the previously unlocked sniper rifle. The sniper rifle can be smuggled into other locations; however, the Penthouse Ventilation Area is next to the lounge, making it the best spot to hide the sniper rifle for this quest.

Staring at the Atrium Lobby Starting Location, players will want to open their Mission Stories menu and select the How the Mighty Fall Mission Story. Follow this mission story and Grey’s instructions to lure the two targets to the lounge for a meeting. This Hitman 3 mission story is largely a visual showcase so make sure to enjoy the view. Once Agent 47 reaches the 3rd level with the server room, a Penthouse Guard will be patrolling the hallway. Taking the guard’s disguise will make the rest of this challenge much easier.
Inside the Server Room, players can follow Grey’s instructions, but this will alert guards. Players should instead, run through the room and exit the door in the in the corner and follow the hallway to the left. Hitman 3 players will find a janitor looking over the balcony --subdue him and dump his body in the nearby closet. The janitor will drop the key card needed to bypass the server room security. Run back to the server room, swipe the keycard, and pull the server rack that has a monitor that does not look like the other three. Access the terminal and re-arrange the meetings. Players can also disable cameras and open the elevator from this terminal. The elevator can also be used as an exit after the mission is complete.
Agent 47 will want to continue following the mission story by exiting the main double doors of the server room, through the storage room, and take a left down the hallway, avoiding the stairs. Follow the hallway taking a right at the elevator, and then follow the purple carpet up to the next floor, entering the room on the left at the top of the stairs. Once in the room, take the first left to find a hidden door in the wall that leads to the Penthouse Ventilation Area.
Agent 47’s sniper rifle is located under the stairs as Hitman 3 players enter the ventilation area. Players will need to grab the briefcase and head back into the previous room. Upon re-entering the previous room, go left into the lounge. The targets should already be here, if they are not, wait for them to arrive. When both targets and Agent 47 are in the lounge, Grey will let Agent 47 know that he can activate the room security, locking the targets in the room with Agent 47. Players can use this room another time to complete the Impactful Art challenge.
Once Hitman 3 players have activated the lounge security, they may pull the sniper rifle out of the briefcase and prepare their shot. If players move to the right of the counter, they can line up both targets allowing Agent 47 to use the sniper rifle. Aim at the heads, and eliminate both targets with one shot. Doing this will complete the Conserving Ammunition Challenge in Hitman 3. Players may exit this mission using any of the exit strategies available to them.
