The newest event to come to Pokemon GO is the Luminous Legends Y event. This event serves as a sort of sequel to the Luminous Legends X event, which introduced more Pokemon from the Kalos region, including the legendary Pokemon Xerneas.
In an unexpected turn of events, this event has a large focus on Pokemon GO players facing the various members of Team GO Rocket. Because of this, both the various grunts and trio of leaders have brand new teams that players will encounter. Players will additionally be able to rescue new Shadow Pokemon from these battles.

As one of the leaders of Team GO Rocket, Arlo is among those with a brand new team. This means that players will need to form new strategies when it comes to countering his Pokemon as they all still have weaknesses that can be exploited.
Arlo's first Pokemon will always be Venonat, a dual Bug and Poison-type Pokemon. Due to this typing, players can take advantage of its weakness to Fire, Flying, Rock, and Psychic-type moves. It, however, also resists damage from Bug, Poison, Fairy, Fighting, and Grass-type moves.
Being Arlo's first party member, it will be the easiest to deal with. Still, the best Pokemon to take care of it quickly include:
Mewtwo - Confusion and Psystrike
Attack Form Deoxys - Zen Headbutt and Psycho Boost
Reshiram - Fire Fang and Overheat
Galarian Darmanitan - Ice Fang and Overheat
Chandelure - Fire Spin and Overheat
There are three different Pokemon that Arlo can use as his second party member with Ursaring being one of them. This Pokemon is a pure Normal-type, making it only weak to Fighting-type moves, but also making it only resist Ghost-type moves. Luckily there are plenty of Pokemon that can easily counter Ursaring with some of the best being:
Therian Thundurus - Thunder Shock and Focus Blast
Yveltal - Snarl and Focus Blast
Pangoro - Low Kick and Close Combat
Therian Landorus - Extrasensory and Superpower
Machamp - Counter and Dynamic Punch
Another Pokemon that Arlo can send out in his second party slot is Crobat. Crobat is a dual Poison and Flying-type Pokemon that is weak to Ice, Rock, Psychic, and Electric-type moves. It, however. also resists damage from Ground, Poison, Fairy, Fighting, Grass, and Bug-type moves.
While it may seem overwhelming to figure out what Pokemon is best to use against Crobat, its typing allows for some Pokemon used against Venonat earlier to also counter this Pokemon. Because of this, the best Pokemon to use against Crobat are:
Mewtwo - Confusion and Psystrike
Attack Form Deoxys - Zen Headbutt and Zap Cannon
Galarian Darmanitan - Ice Fang and Avalanche
Therian Thundurus - Thunder Shock and Thunderbolt
Alakazam - Confusion and Psychic

The last Pokemon that Arlo can possibly use in his second party slot is Manectric. This Pokemon is a pure Electric-type, making it only weak to Ground-type moves while also resisting Steel, Electric, and Flying-type moves.
Manectric can be difficult to deal with, despite it not being to Mega Evolve while being used by Arlo. However, as long as players have a Ground-type Pokemon or a Pokemon with Ground-type moves, Manectric can be a breeze in battle. The best Pokemon to use against Manectric are:
Therian Landorus - Mud Shot and Earthquake
Excadrill - Mud-Slap and Earthquake
Groudon - Mud Shot and Earthquake
Garchomp - Mud Shot and Earthquake
Incarnate Landorus - Mud Shot and Earth Power
Returning from Arlo's previous team lineup is Scizor. This Pokemon is a dual Bug and Steel-type, which makes it only weak to Fire-type moves. Defensively, however, it resists damage from Dragon, Ice, Psychic, Normal, Bug, Steel, Fairy, Grass, and Poison-type moves.
Because of Scizor's attack power and sheer amount of type resistances, it can completely decimate players' teams if they are unprepared. If players know that Arlo will be using Scizor for the battle, it is incredibly important to have a Fire-type Pokemon or have a Pokemon that knows a Fire-type move. The best ones are:
Reshiram - Fire Fang and Overheat
Chandelure - Fire Spin and Overheat
Darmanitan - Fire Fang and Overheat
Blaziken - Fire Spin and Blast Burn
Moltres - Fire Spin and Overheat
Another Pokemon that can serve as the final challenge in the fight against Arlo is Magnezone. It is a dual Electric and Steel-type Pokemon that is weak to Ground, Fire, and Fighting-type moves. Like Scizor, it also boasts a large number of resistances with it resisting damage from Dragon, Ice, Psychic, Electric, Normal, Grass, Bug, Rock, Fairy, Steel, Poison, and Flying-type moves.
While Magnezone can also be a big problem for unprepared players like with Scizor, it luckily has a few more weaknesses that can be exploited. Because of this, the best Pokemon to use against Magnezone are:
Therian Landorus - Mud Shot and Earthquake
Excadrill - Mud-Slap and Earthquake
Groudon - Mud Shot and Earthquake
Garchomp - Mud Shot and Earthquake
Incarnate Landorus - Mud Shot and Earth Power
The last Pokemon that Arlo can possibly use is Vileplume, a dual Grass and Poison-type Pokemon. Its typing makes it weak to Fire, Flying, Ice, and Psychic-type moves while also resisting damage from Fighting, Water, Electric, Fairy, and Grass-type moves.
A trend with all three of Arlo's final Pokemon to take advantage of is in how all of them share a weakness to Fire-type moves. This makes having a user of Fire-type moves essential if players don't know what to expect for the battle's last stage. If, however, players want a specific counter against Vileplume in battle, the best Pokemon for that fight would be:
Mewtwo - Confusion and Psystrike
Galarian Darmanitan - Ice Fang and Avalanche
Attack Form Deoxys - Zen Headbutt and Psycho Boost
Reshiram - Fire Fang and Overheat
Chandelure - Fire Spin and Overheat
After defeating Arlo, players will get the opportunity to rescue a Shadow Venonat. Although Arlo's Venonat will always appear normal in the battle against him, the Shadow Venonat available for rescue does have the small chance to appear as a shiny. The easiest way to recognize a shiny Venonat is by its eye color, where a normal Venonat will have red eyes and a shiny Venonat will have blue eyes.
