Watch Dogs Legion has now been available for four-and-a-half months. That's more than enough time for most players to go through Watch Dogs Legion's story, meaning most of the remaining players are there for the multiplayer. Even popular games like Watch Dogs Legion can suffer from depleted player bases for multiplayer, particularly when there's no cross-play and each platform is an island. In response, Ubisoft is now saying it has plans to support both cross-play and cross-gen in the future.
The confirmation didn't come in the form of an announcement or reveal. Rather, it came as a response to a question on Twitter. A Watch Dogs Legion player asked the official Twitter account for the game to enable cross-gen multiplayer. The official Watch Dogs Legion account replied, saying the development team is working on adding cross-play and cross-gen at a later date.

No further information is provided about the forthcoming update, all that's said is both features are being worked on. At the very least, acknowledging they're in active development is better than them just being planned on paper. However, the lack of a release date could mean that the Watch Dogs Legion update is anywhere from weeks away to months. The fact that it's being revealed in an off-hand comment on Twitter likely implies the former.
It's also possible that Ubisoft is still just evaluating the possibility of adding these features to Watch Dogs Legion, and wants to see player response to the idea. Obviously, if Ubisoft had as much money and time as necessary, it would get done. However, with Watch Dogs Legion aging and its playerbase already dwindling, it possibly becomes a more difficult decision.
Regardless of whether cross-platform and cross-gen play are currently in development, fans' frustration that the features aren't currently in Watch Dogs Legion is understandable. Watch Dogs Legion features a variety of multiplayer functionality, including both cooperative and competitive modes. Not only are they unable to join players on competitive platforms, but they're unable to join players who may have upgraded to a next-gen console.
It's possible that Ubisoft simply ran out of time to add more features to Watch Dogs Legion's multiplayer, or that it wasn't fully prepared for the release of next-gen consoles. Regardless, the features will hopefully be released for Watch Dogs Legion eventually, and implemented into upcoming Ubisoft games before they launch.
