The Rocks Pirates were an incredibly powerful pirate group that existed in the One Piece world nearly 40 years ago. Around this time, they were at their strongest and even the World Government feared their presence. This pirate crew established itself as a sort of a terrorist organization and they certainly made their name known far and wide.
