High above in the Tziah Block of Tartarus in Persona 3 Reload, tons of new enemies and bosses await you. A lot of these enemies will not only have the ability to take you out in just a few hits, but they'll also utilize buffs to increase their stats, making it tougher for you to get a hit on them.
