Before you can move from the Tziah Block to the Harabah Block in Tartarus, you'll need to defeat a few floor bosses and Monad Passage enemies on your way. This is a typical occurrence within Persona 3 Reload, and as you get higher up on the floors, the bosses you need to defeat will only become more difficult.
