By merging rooms into double or triple rooms in Fallout Shelter, you can increase the number of Dwellers assigned to each space.

In Fallout Shelter, you will progress your Vault and unlock more rooms to build as you level up. These rooms will cover everything your Dwellers will need to survive, such as power, water, and food.
