There are six difficulty levels in Fallout 4, and the harder the difficulty level you choose, the harder the game will be. Bethesda achieves this difficulty by modifying aspects of the game, such as the damage you do against enemies, how often you'll see legendary enemies, and how many experience points you gain from all sources.
