Hodari is the only character you can visit in Palia to increase your Mining skill, as he sells a variety of mining items, such as the Standard Pic, Basic Smelter, Repair Station, and much more. However, some players have trouble locating the character, since he frequently moves around the map from Kilima Valley to Bahari Bay.
