Characters in this game do not level up in the traditional matter. Players will begin the game as Anby, Billy, and Nicole, who are following the orders of the player through one of two characters in Zenless Zone Zero: Wise or Belle. The three hero characters will fight and earn prizes like materials that can be used to level up in a menu.
