In One Piece, pirates and criminals are assigned bounties on the basis of their accomplishments and notoriety. Most of the time, the bounties given are accurate, and they reflect an individual's strength fairly accurately. But the system is not perfect, and there are certain flaws that cause unfair spikes in some bounties.
