The Rocks Pirates were a legendary pirate crew that Oda introduced in the story during the Wano Country Saga. This pirate crew is no longer active, but it existed around 40 years ago in the world of One Piece, where it was at the peak of its powers. Clearly, the Rocks Pirates were the leading figures on the seas at the time, and their strength was such that Roger had to join forces with Garp in order to deal with the captain, and many other Pirates and Marines had to chime in as well.
