Alongside Landless gameplay, the Byzantine Empire is the major focus of the Roads to Power DLC for Crusader Kings 3, and with it comes the ability to play as part of an Administrative Government. This play style functions completely differently from Feudal, Clan, and Tribal governments, with characters not directly owning land.
