There are several characters players can choose to trust in Atomfall, including Captain Grant Sims, the head of the local militia and de-facto leader of the Protocol squadrons within the Quarantine Zone (and especially Wyndham Village). But just like the Voice On The Phone tells you early on, you have to be careful who you choose to trust.
