Destiny 2 has been telling an intricate and compelling story for around four years now, and its seasonal model allows Bungie to deliver an interesting overarching narrative that begins new cycles and ends old ones. Such is the case for both the old Dreaming City storyline from the Forsaken expansion and for the Season of the Splicer, where the former is still plagued by a three-week loop curse, and the latter seemingly ended Quria's story. Prior to the final encounter with Quria in Expunge: Delphi this Season, Ikora says destroying Quria would be payback for the Dreaming City, and that stems from the fact that most of the main characters involved in that storyline identified the loop as something only a Vex Mind like Quria could create.
Even though the curse of Destiny 2's Dreaming City was a wish granted by Riven upon her death at the end of the Last Wish Raid, the original wish was not the Ahamkara's. Riven was first Taken by Oryx, and thus stopped serving Mara Sov within the Dreaming City. After Oryx's defeat, Riven's control passed over onto Savathun, who then caused the loop with the help of Quria, effectively trapping the city in a never-ending cycle. However, in Season of the Splicer players seem to have killed Quria - though that remains to be seen - and this could have ended the Dreaming City's curse once and for all. But it didn't.

Currently, there are no clues to the Dreaming City's curse ending anytime soon, and the irony of this is that the week when Quria was defeated, the city was at its third week in the loop, meaning the most Taken activity could be found. This, combined with other hints dropped throughout the current Season and at the end of the fight with Quria, seems to suggest that the Dreaming Mind didn't really die. If that proves to be the case, it's very likely a future encounter with the Vex Mind will eventually prove fatal for her and end the curse, or it may be that the curse itself was part of Savathun's plan all along.
Savathun told the Guardians that if they reach 999 power, the Dreaming City would be freed from the curse. This didn't happen, of course, and it could have been a ploy of the Hive God to make Guardians believe they needed to become stronger. As for why would Savathun would want such a thing, Given Savathun's relationship with the Darkness and her Worm, it's plausible that in The Witch Queen expansion she will ask players to free her from both.

Regardless, based on the story so far and considering Quria's defeat may have branching impacts on the Dreaming City in the future, it is very plausible for Season 15 to be set in the Dreaming City. Mara Sov could return, and the curse could get its closure. If this happens, it puts Forsaken content on a chopping block for when The Witch Queen drops, or possibly not too far in the future from that point.
Bungie did confirm that content like Forsaken would eventually be vaulted, and doing so for the next expansion would make sense because of its size. Vaulting Forsaken right now wouldn't make sense, but that could change if the Dreaming City got some form of closure on its curse. Whether this will be the case remains to be seen, but August 24 is when more details will be revealed about The Witch Queen expansion.
