It's a callback to the Shivering Isles expansion for The Elder Scrolls IV: Oblivion, featuring the guardians of Mania and Dementia – well, they might not be the actual Daedra from Sheogorath's realm, but the bandits claiming to be Saints and Seducers do don their armor.
