Nuka-World is filled with over-the-top locations and even more over-the-top NPCs. One of them happens to be unaffiliated with the raider gangs and, instead, holes up in Kiddie Kingdom. This NPC in question is Oswald the Outrageous, and though his backstory is pretty moving, his ghoulish abilities border on the absurd — especially for Fallout 4 and the rest of the franchise.
