Talking about and comparing the Devil Fruits is an old past time for One Piece anime and manga fans alike. Discussions like “If you could have any Devil Fruit power, what would it be?” or “Out of all the Devil Fruits, which is the strongest?”. Devil Fruits are just so unique and versatile as a power system concept that there's no concrete answer.

Canonically, the more creative a DF user is with their power, the stronger they tend to be. This means that the skill ceiling for each fruit is based on the individual, but the skill floor is much more rigid. Logia's have the highest floor, but Paramecia's have the highest ceiling, and so forth. But which Devil Fruits are the most overpowered by default, and why? Let’s take a look.
10 The Chilly-Chilly, Mag-Mag, Glint-Glint, And Zushi Zushi No Mi Fruits
Most powerful Devil Fruits belong to powerful characters, obviously enough. Characters like the Four Emperors, the Seven Warlords, and even the Three Marine Admirals. For the first “half” of One Piece, these admirals were Borsalino, Kuzan, and Akainu. But, after the Marineford War, new Admirals Fujitora and Ryokugyu came into play once Kuzan left and Akainu became the new Fleet Commander. The three previously mentioned could turn into light, ice, and magma respectively, while Issho Fujitora holds domain over the concept of gravity itself. Quite honestly, they feel like Legendary Pokemon, which is funny considering Eiichiro Oda (OP's author) seems to be a pretty big fan of the franchise. In any case, all four of these characters have incredibly diverse abilities, which is what made them fun to play as in any of the One Piece Pirate Warriors games.
9 The Tremor-Tremor Fruit
The Tremor-Tremor Devil Fruit might have a silly-sounding name, but it is by far one of the most fearsome DFs in the Grand Line. It’s a Paramecia-type Fruit, turning Edward “Whitebeard” Newgate into a “Tremor Human”. Basically, Whitebeard is able to cause and manipulate vibrations with his bare hands in order to create massive earthquakes of devastating proportions. It's immediately obvious why this Devil Fruit is powerful, which is why it's so scary in the hands of a low-life like Blackbeard.
8 The Dark-Dark Fruit
Marshal D. Teach, otherwise known as Blackbeard, is the most stereotypically evil pirate in the entirety of One Piece. Seriously, he's like a classic pirate pulled right from any of the many pirate-based video games in existence. The only thing truly unique about his character is his Dark-Dark Devil Fruit powers. The concept of what “darkness” means changes from person to person and it’s clear that this fruit has some extra effects the other Logia’s don’t have. There are a number of special abilities this DF gives, but the most important one is the "gravity" ability. This Darkness power has a certain “gravity” to it that cancels other nearby Devil Fruits, making him an insanely powerful opponent especially when used in combination with Haki.
7 The Gas-Gas Fruit
Caesar Clown is the prime example of a Devil Fruit user with the perfect power that matches his character. If someone uneducated had the ability of the Gas-Gas Logia-type Devil Fruit, they would probably only use it to make sleeping or poison gas.

But, that's still a lot more powerful than plenty of other Devil Fruits. Caesar, on the other hand, is incredibly evil and incredibly intelligent, which means he knows plenty of creative ways to use all the different “gases” in the natural world to some horrifying ends.
6 The Soul-Soul Fruit
Next up is the Devil Fruit that Big Mom Charlotte Linlin herself uses, the Soru Soru no Mi. It’s another Paramecia-type fruit that allows Charlotte to manipulate literal souls to her heart's content. Now, you would immediately assume that this lets her kill people immediately by taking their souls, and it does work that way, but there’s a little bit more to it than that. Honestly, there's too much to explain her DF concisely, but just know that the sheer amount of versatility the Soul-Soul Fruit gives absurd. But this Fruit isn't the only reason Big Mom is so fearsome, it's also her strength and size. Oh, and the fact that she's likely one of the only people out there who can beat Luffy when it comes to their appetite.
5 The Op-Op Fruit
Trafalgar Law is one of the biggest rising star characters in One Piece, something about his design and ability caused the fanbase to latch on to him something fierce because he’s one of the most popular characters in the entire series now. A lot of that popularity probably has to do with his adorable Panda-themed hat, but most of it comes from his Devil Fruit ability, the Ope-Ope No Mi or Op-Op Fruit. This DF lets Law creates these dome-shaped “Rooms” where he has complete control over everything inside. Like a lot of DFs on this list, the Op-Op Fruit is so strong mainly because of its versatility.
4 The Flower-Flower Fruit
Too much of the fanbase is sleeping on the Hana Hana no Mi or Flower-Flower Fruit, held by Nico Robin, the archaeologist of the Straw Hat crew. Remember, Nico Robin is not a fighter, she’s someone who had to turn to "assassination" and espionage in order to survive. So, the mere fact that she’s able to fight so well with her powers given her limited combat training should show just how powerful a DF this is. Essentially, Robin can replicate and control any part of her body anywhere she wants, which means the number of opponents and their speed means nothing to Robin. And, her powers have only grown since the time-skip.
3 The Float-Float Fruit
Most of the OP movies are completely non-canon, but Strong World is different. First of all, it's just one of the better OP movies. Secondly, while the "events" of this movie are still up in the air, Shiki and his Devil Fruit have been confirmed as canon by other characters multiple times in the series. And, this Pirate Legend has the Float-Float Fruit which is much more powerful than its name would suggest. Basically, it gives Shiki the power to make things float and interact with them in a way similar to telekinesis.

But, the biggest benefit of this fruit is the fact that once something is floating, it’ll keep floating until Shiki commands it to fall or is forcibly knocked unconscious. This is an ability most other Devil Fruits users would kill to have, and it easily pushes the Fuwa Fuwa no Mi into the category of overpowered.
2 The Hobby-Hobby Fruit
It’s always the vague Devil Fruits that turn out to be the strongest. If someone has the Steel Steel fruit, they’ll by default be weaker than someone who has the Metal Metal fruit, since all steel is metal, but not all metal is steel. This is proven by Sugar of the DonQuixote pirate crew, who has the Hobby Hobby Fruit. Basically, whatever Sugar touches turns into a toy, be it human or object. And, oddly enough, all memories of that human disappear as soon as they become a toy as well, making it a much more fearsome DF than a simple transformation-based one. In the hands of Sugar, a “little” girl, this DF is scary enough to control an entire island. But, in the hands of a fighter or someone highly intelligent, this fruit could easily beat all others if used correctly.
1 The Paw-Paw Fruit
And lastly, there’s the DF held by Bartholomew Kuma, another deceptively terrifying Devil Fruit. Kuma has the Paw-Paw Fruit or Nikyu Nikyu no Mi, which manifests itself as paw pads on both his hands similar to a cat, dog, or panda. With these paw pads, Kuma can push or repel anything he wants to any distance, at any speed. He can repel objects, people, even metaphysical concepts. Kuma is the ultimate proof of vague DFs being terrifying in their versatility. The few battles Kuma has been involved in have all been incredibly short since Kuma can overpower his opponents almost instantly. This isn't a Goku vs. Freiza situation here, Kuma gets stuff done.
