Nozomi Suemitsu, representing the Moon Arcana, is one of the many Social Links you can do in Persona 3 Reload. Unfortunately, unlocking Nozomi can be a chore in itself as you'll need to have started another Social Link and have Level 2 Charm. You'll also have to ace his quiz and bring him a specific HP-recovery item from Tartarus.
